LAPP
The Local Authority Protection Programme Disaster Fund (LAPP) is a charitable trust. Civic Assurance is the Fund's Administration Manager.
The LAPP Fund was established in 1993 to help its New Zealand local authority members pay their share of infrastructure replacement costs for water, sewage and other essential services damaged by natural disaster.
Of the 85 local authorities in New Zealand, 59 are currently Fund members.
Fund equity is approximately NZ$40 million, augmented with reinsurance estimated to be comfortably sufficient for the Fund to deal with back-to-back 1 in 1,000 year events.

Fund Coverage
The Fund today provides protection for local authority owned infrastructural assets which include:
- Water reticulation, treatment and storage;
- Sewage reticulation and treatment;
- Storm water drainage;
- Flood protection schemes including stopbanks;
- Civic centres, libraries and other council buildings and assets; and
- Sports facilities such as swimming pools and stadiums owned by councils.
Roads are not covered by the Fund as local authorities have access to subsidies through NZTA (New Zealand Transport Authority) that adjust according to the extent of the damage.
Membership
Membership of LAPP is restricted to local authorities and CCO's (Council Controlled Organisations). The Fund is registered as a charitable trust under the Charities Act 2005 and the functions of the Fund are overseen by six trustees appointed by Civic (two), LGNZ (two) and SOLGM (two). Current membership stands at 59 local authorities.
The trustees require as a condition of Fund membership that all member authorities undergo a full risk management assessment programme. As a result, high risk exposures are identified where practical and remedial action taken to help reduce the potential drain on the Fund and to minimise the impact on communities. Membership of the Fund remains open.
